Law enforcement has been increasingly changing their tactic for dealing with terrorist actions. Instead of punishing the members of the terrorist organization after the act has been carried out, police are intervening prior to the attack to foil the operations. John Horgan, a researcher at START, suggests in this article that for those members who do not necessarily share the same fundamental beliefs as the organization, a home visit from a law enforcement officer can be enough to extinguish any sense of loyalty to the group.
