Christian Science Monitor: The real first responders: citizens?

Two START investigators, Dr. Kathleen Tierney and Dr. Monica Schoch-Spana, were quoted in a recent Christian Science Monitor article on the importance of citizens as first responders to terrorist acts. "It's critical that we readjust our thinking. If you look at the 9/11 commission report they talked about first responders versus what they called 'civilians,' as if all of the civilians did was just stand at the sidelines," said Tierney. Said Schoch-Spana, "Extreme events, like an act of terrorism that creates mass casualties, requires communitywide readiness, not just a set of elite health and safety professionals."
