Incident Summary:
05/29/2020: Assailants opened fire on federal security officers outside of the Ronald V. Dellums Federal Building in Oakland, California, United States. Officer David Patrick Underwood was killed and another officer was injured in the attack. Authorities arrested Steven Carrillo and Robert Justus in connection with the incident, and Justus confessed his involvement as a driver. Authorities stated that Carrillo and Justus were members of the Boogaloo movement. Steven Carrillo pleaded guilty to murder charges in connection with the attack and stated that he was aligned with the Boogaloo movement and wanted to carry out attacks against federal law enforcement personnel. Sources noted that the assailants were members of a Facebook group affiliated with the Boogaloo movement.

Criteria
Criteria 1

Successful Attack
Success of a terrorist strike is defined according to the tangible effects of the attack. For example, in a typical successful bombing, the bomb detonates and destroys property and/or kills individuals, whereas an unsuccessful bombing is one in which the bomb is discovered and defused or detonates early and kills the perpetrators. Success is not judged in terms of the larger goals of the perpetrators. For example, a bomb that exploded in a building would be counted as a success even if it did not, for example, succeed in bringing the building down or inducing government repression.
