Incident Summary:

01/04/2020: Assailants abducted and handcuffed 14 shepherds in the desert near Sabkhah, Raqqah, Syria. All 14 hostages were shot and killed a short time later. No group claimed responsibility; however, sources suspected that the attack was carried out by either the Islamic State of Iraq and the Levant (ISIL) or an Iranian militia.
