Incident Summary:
12/25/2019: Assailants attacked an Iraqi army and paramilitary Hashd Shaabi outpost with machine guns and assault rifles in Dhuluiya, Saladin, Iraq. One Iraqi soldier and two Hashd Shaabi fighters were killed and four others were injured in the ensuing clash. It is unknown whether the attack resulted in any assailant casualties. No group claimed responsibility for the incident; however, sources attributed the attack to the Islamic State of Iraq and the Levant (ISIL).

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.

Successful Attack
Success of a terrorist strike is defined according to the tangible effects of the attack. For example, in a typical successful bombing, the bomb detonates and destroys property and/or kills individuals, whereas an unsuccessful bombing is one in which the bomb is discovered and defused or detonates early and kills the perpetrators.
