Incident Summary:
11/28/2019: Assailants armed with machetes attacked an Ebola treatment center in Biakato, Ituri, Democratic Republic of the Congo. At least three people and an unknown number of assailants were killed and two other people were wounded in the attack. This was one of two coordinated attacks on Ebola centers on this date. No group claimed responsibility for the incident; however, sources attributed the attack to the Mayi Mayi.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.

Success of a terrorist strike is defined according to the tangible effects of the attack.
