Incident Summary:
08/00/2019: Sometime between August 4, 2019 and August 10, 2019, assailants equipped with an anti-aircraft gun shot down the plane of Francisco Campine in Mocimboa da Praia district, Cabo Delgado, Mozambique. Campine, the Ministry of Defense permanent secretary, was injured, and it is unknown if there were any other casualties in the attack. No group claimed responsibility for the incident; however, sources attributed the attack to Muslim extremists.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
Criterion 2
There must be evidence of an intention to coerce, intimidate, or convey some other message to a larger audience (or audiences) than the immediate victims. It is the act taken as a totality that is considered, irrespective if every individual involved in carrying out the act was aware of this intention.
