Incident Summary:
05/21/2019: Assailants attacked residents in Lemouna, Ouham-Pende, Central African Republic. This was one of two related incidents in different villages in Ouham-Pende on the same day. At least 50 people were killed across both attacks. No group claimed responsibility for the incident; however, sources attributed the incidents to Return, Reclamation and Rehabilitation (3R).

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
Criterion 2
There must be evidence of an intention to coerce, intimidate, or convey some other message to a larger audience (or audiences) than the immediate victims. Successful Attack
Success of a terrorist strike is defined according to the tangible effects of the attack.
