Incident Summary:
02/22/2019: Assailants opened fire on fishermen near Tharthar Lake in Ramadi, Al Anbar, Iraq. Five fishermen were killed in the attack. This was one of two incidents in Ramadi on the same day. No group claimed responsibility for the incident; however, sources attributed the attack to the Islamic State of Iraq and the Levant (ISIL).

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.

Success of a terrorist strike is defined according to the tangible effects of the attack.
