Incident Summary:

10/22/2018: Assailants stopped a car and abducted two civilians in Nahri Saraj district, Helmand, Afghanistan. One hostage was released later the same day. The assailants cut off the finger of the second hostage, who was released on October 24, 2018. No group claimed responsibility for the incident; however, sources attributed the attack to the Taliban, and noted that the victims were targeted because one had voted in Afghanistan's Wolesi Jirga elections.
