Incident Summary:
03/03/2017: Assailants threw an explosive device at the residence of Lucio Pacle in Silanga, Catbalogan district, Samar, Philippines. Pacle, the Hinabangan municipal administrator, was not harmed as there were no reported casualties in the blast. This was one of two attacks carried out by the same assailants on this day. No group claimed responsibility for the incidents.

Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.

Success of a terrorist strike is defined according to the tangible effects of the attack.
