01/19/2015: An explosive device detonated near the vehicle of a district commissioner in Afgoye area, Lower Shebelle region, Somalia. Three people, including the district commissioner, were killed in the blast and at three others were wounded. Al-Shabaab claimed responsibility for the incident.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.

Successful Attack
Success of a terrorist strike is defined according to the tangible effects of the attack.
