10/18/2014: Assailants attacked residents with machetes and hatchets in Byalos village, North Kivu province, Democratic Republic of the Congo. At least 21 people were killed and an unknown number of others were wounded in the incident. No group claimed responsibility; however, sources attributed the attack to the Allied Democratic Forces (ADF).

Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
Criterion 2
There must be evidence of an intention to coerce, intimidate, or convey some other message to a larger audience (or audiences) than the immediate victims. Success of a terrorist strike is defined according to the tangible effects of the attack.
