Incident Summary:

12/20/2013: An explosive device detonated near an electricity pylon in Pelagorro, Norte de Santander, Colombia. There were no reported casualties; however, several people in La Gloria, Pelaya, and La Mata districts of Cesar department lost power as a result of the blast. No group claimed responsibility; however, sources attributed the attack to the National Liberation Army of Colombia (ELN).
