Incident Summary:
04/13/2013: Three assailants attacked the Uthayan newspaper office in Jaffna city, Northern province, Sri Lanka. The assailants shot bullets, lit the office on fire and destroyed the printing press. No group has claimed responsibility however, there is speculation that the attack could have been conducted by the government or government sponsored militia.

Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.

Success of a terrorist strike is defined according to the tangible effects of the attack.
