Incident Summary:

08/13/2012: An assailant opened fire on Sol Matugas in front of the Hall of Justice at the Capitol Compound in Surigao city, Surigao del Norte province, Philippines. Matugas, the governor of Surigao del Norte, was not harmed; however, two police officers and one security guard were injured in the attack. No group claimed responsibility for the incident, but Samuel Lapac, a former captain of the Luna village guard, was identified as the assailant.
