Mohammed Merah, a French citizen of Algerian descent, claimed responsibility for the attack, stating that it was carried out in order to avenge Palestinian children.

Merah was a self-proclaimed Al-Qaida militant, however Jund al-Khilafa, a group originating in Kazakhstan, claimed that Merah was one of their agents. |

Successful Attack
Success of a terrorist strike is defined according to the tangible effects of the attack.
