Incident Summary:
11/16/2011: An explosive device detonated in the vicinity of a minibus in Kadhmiyah area or Baghdad, Baghdad governorate, Iraq. The bus was transporting Iranian pilgrims; two of them were killed in the explosion and another nine were injured. In addition, eight Iraqis who were in the vicinity of the minibus were also injured. No group claimed responsibility and specific motive is unknown; however, sources state that Sunni extremists often target Shiites for not being true Muslims.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.

Successful Attack
Success of a terrorist strike is defined according to the tangible effects of the attack. For example, in a typical successful bombing, the bomb detonates and destroys property and/or kills individuals, whereas an unsuccessful bombing is one in which the bomb is discovered and defused or detonates early and kills the perpetrators. Success is not judged in terms of the larger goals of the perpetrators.
