Incident Summary:
04/16/2011: On Saturday shortly after 0000 midnight, between the Peddamusaleru and Kurnapalli villages in Khammam, Andhra Pradesh, India, a group of suspected Communist Party of India-Maoists (CPI-M) militants sabotaged local transport infrastructure by digging up a section of newly-laid road, causing an unreported amount of property damage. The specific motive for the attack is unknown; however, the attack coincided with the second day of a 48-hour shutdown called by the Maoists. No casualties were reported and no group claimed responsibility.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
Criterion 2
There must be evidence of an intention to coerce, intimidate, or convey some other message to a larger audience (or audiences) than the immediate victims. Success of a terrorist strike is defined according to the tangible effects of the attack.
