Incident Summary:

09/20/2010: On Monday afternoon at 1700, in the village of San Isidro, in Pandan, Catanduanes, Philippines, two unidentified armed assailants kidnapped, then tortured, fired upon and killed the local chairman of Youth Council, Jay Carlo Cameleon. No group claimed responsibility, but authorities believed that New People's Army/Communist Party of Philippines (NPA-CPP) was responsible.
