Incident Summary:
07/05/2010: On Monday, in the Korkunda block of Mandapalli, in Kalimela, Orissa, India, around 50 Communist Party of India- Maoist (CPN-M) militants blew up two government office buildings in the same block with land mines, destroying the buildings but causing no reported casualties. The police suspect that the attack was an attempt to destroy the infrastructure which would likely be used by security forces during anti-Maoist operations in the region. The CPI-Maoist claimed responsibility. A pamphlet left behind at the scene, stated that the attack was the consequence for the killing of Maoist leader ‘Azad’.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
Criterion 2
