Incident Summary:
05/14/2010: On Friday evening, in Kandhamal, Orissa, India, in remote Ranaba panchayat, suspected Basadara divisional committee of the Communist Party of India-Maoists (CPI-M) militants along with their local supporters targeted the construction site of a Pradahan Mantri Gram Sadak Yojana (PMGSY) road and set fire to concrete and tar mixing machines of the construction company. Militants also threatened the local laborers to refrain from getting involved in similar road construction work. No casualties were reported and no group claimed responsibility.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
