Incident Summary:
05/07/2010: On Friday, in Kudumuluguma, Koraput, Orissa, India, around 20 unidentified assailants set fire to the Integrated Child Development Scheme government office, damaging the office but causing no casualties. According to police, the assailants were shouting slogans against the government and security forces, ransacked office furniture and set ablaze documents and files. No group claimed responsibility, although it was believed a Communist Party of India-Maoist (CPI-M) faction was responsible.

Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
