Incident Summary:
11/01/2009: On Sunday morning, in Ar Ramadi, Al Anbar, Iraq, assailants detonated two vehicle-borne improvised explosive devices within minutes of each other in the visitor's parking lot of the Traffic Police Directorate, killing three people, wounding eight others, and damaging several cars and buildings. There was no motive reported and the Islamic State of Iraq (ISI) claimed responsibility.

Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
