09/27/2009: On Sunday morning at about 0900, in Herat, Herat, Afghanistan, assailants detonated an improvised explosive device near the Afghan Minister of Water and Power Mohammad Esmail Khan's convoy, killing five civilians, injuring 13 civilians and children and four of the official's bodyguards, and damaging several vehicles. The Taliban claimed responsibility.
