Incident Summary:
09/12/2009: On Saturday morning at about 0645, four people were killed and eight others were wounded in a series of ambuscades staged by suspected members of the New People’s Army in Carmen Town in Surigao del Sur province. Those killed were two security guards of the Surigao Development Corporation (Sudecor), a logging company, and two civilians one of them was an eight-year-old girl Jennilyn Salahay. An undetermined number of NPA members ambushed a Sudecor marketing truck that was on its way to the logging camp in the Town to deliver goods for the loggers. The rebels also ambushed a humanitarian team from Sudecor that was supposed to take the casualties to a hospital.

Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.

Successful Attack
Success of a terrorist strike is defined according to the tangible effects of the attack. For example, in a typical successful bombing, the bomb detonates and destroys property and/or kills individuals, whereas an unsuccessful bombing is one in which the bomb is discovered and defused or detonates early and kills the perpetrators. Success is not judged in terms of the larger goals of the perpetrators. For example, a bomb that exploded in a building would be counted as a success even if it did not, for example, succeed in bringing the building down or inducing government repression.
