Incident Summary:
06/21/2009: On Sunday, special agents of the Administrative Department of Security (DAS) located a Chevrolet Corsa, license plates GRD-676, that was loaded with R1, shrapnel, and detonating cord, in a parking lot in Ibague, Tolima, Colombia. The special agents neutralized in a control manner the car bomb. No group has claimed responsibility however, authorities believe that the 21st Front of the Revolutionary Armed Forces of Colombia were responsible and that the intended targets were government entities such as city hall and a courthouse.

The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.

Successful Attack
Success of a terrorist strike is defined according to the tangible effects of the attack. Success is not judged in terms of the larger goals of the perpetrators. For example, a bomb that exploded in a building would be counted as a success even if it did not, for example, succeed in bringing the building down or inducing government repression.
