Incident Summary:
05/13/2008: On Tuesday afternoon at 1700, in the Ar Rusafa and Al Karkh districts of Baghdad, Iraq, assailants fired four mortar rounds at the Interior and Justice ministries, damaging the operations room of the Interior Ministry and the third floor of the Justice Ministry but causing no injuries. The Interior Ministry is located in the Bab as Sharqi neighborhood and the Justice Ministry is in the As Salihiyah neighborhood. There was no motive or casualties reported and no group claimed responsibility, although the Mahdi Army was suspected of perpetrating this attack.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.

Success of a terrorist strike is defined according to the tangible effects of the attack.
