Incident Summary:
12/28/2006: At least two dozen armed members of Janatantrik Terai Mukti Morcha - Jwala Singh (JTMM-J) torched two vehicles in Bhardhawa, Saptari, Nepal near the Indian border. The vehicles were a Kathmandu-Madhubala passenger bus, and an accompanying Narayangadh-Biratnagar cargo truck. During the attack the group shot one civilian, Arjun Phuyal, and wounded two others. The JTMM-J Saptari coordinator stated that the attack was in response to the violation of the group's ban on vehicles being operated by people from the hills being driven in Terai areas.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.

Success of a terrorist strike is defined according to the tangible effects of the attack.
