Incident Summary:

10/09/2003: Unknown attackers shot Sabah Shukur, the head of the electricity department for northern Iraq, as he returned home from work in Kirkuk, Iraq. Shukur avoided an assassination attempt, but was shot in his legs. No group claimed responsibility for the incident. The attempted assassination was the second of two related incidents involving attacks against northern Iraq’s electricity infrastructure.
