Additional Information The female perpetrator was most likely acting on orders from the head of the Arab mercenaries in Chechnya Abu Al-Walid and the man controlling the cash flows of international terrorists, Abu Omar As-Sayef. Under a common pattern, Shamil Basayev - one of the leaders of Chechen terrorists - was expected to claim responsibility.
