Incident Summary:

02/21/2003: A man carried a bag containing a homemade bomb, intended for destroying a power transmission line near Pagagawan Town, Maguindanao Province, Philippines. When farmers noticed the man, he panicked and left the bag in a rice field near the power pylon. The failed attack was blamed on Moro Islamic Liberation Front (MILF), according to remarks by a Philippine Military spokesman.
