Incident Summary:
04/23/2001: A bomb planted inside a vegetable carton in a corn vendor's cart detonated in a busy fruit and vegetable market around 7:30am in Islamabad, Pakistan. At least 25 people were injured and serious damage was done to a vehicle and buildings in the area. No group claimed responsibility for the attack, although authorities blamed Afghan refugees due to witnesses claiming they saw at least one refugee in the area of the blast shortly before detonation.

Criteria 1

Success is not judged in terms of the larger goals of the perpetrators.
