2/8/2001: A bomb exploded at the inter-district court in Shali, Chechnya, Russia. No one was injured in the 4am explosion; however, the building was badly damaged. Authorities reported the next day that they had identified the persons responsible for the attack but they did not release information concerning their identification.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
Criterion 2

Successful Attack
Success of a terrorist strike is defined according to the tangible effects of the attack.
