11/28/1999: A pipe bomb exploded in St. Elmo’s restaurant in Cape Town, South Africa, injuring 40 civilians. Sources inside police linked this attack to the People Against Gangsterism and Drugs (PAGAD) goup, however PAGAD vehemently denied any involvement.
