Incident Summary:

10/20/1999: Viktor Novoselov, a deputy of the legislative assembly, was killed in an explosion in Saint Petersburg, Russia. While Novoselov was at a stop light, an assailant attached a magnetic explosive to the roof of his car. Novoselov's bodyguard was injured in the attack, but managed to shoot and injure the assailant as he fled. The assailant, Artur Gudkov, was captured and charged for the incident. Another individual was also arrested but eventually released when authorities determined that he had been carrying a phone, rather than the remote device that they had assumed he was carrying.
