Incident Summary:
06/24/1999: A bomb exploded on a bus in the southwestern city of Chengdu, China, near the railway station. One person was killed and at least fifty sustained injuries, thirty of them serious. Some believe the attack could have been perpetrated by Xinjiang separatists, as many people from the region have migrated to Chengdu to work. No substantive evidence has been found linking the attack to Islamic separatism, however. There has been tension in Xinjiang between the majority Muslim population and the minority Han Chinese.

Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.

Success of a terrorist strike is defined according to the tangible effects of the attack.
