09/19/2003: The Earth Liberation Front (ELF) is responsible for setting fire to a group of luxury homes that were under construction in Carmel Valley, in San Diego, California, U.S.A. The fire, set at 2:00 a.m. destroyed three homes at Shea Homes' Avalon Point, causing damages estimated at $300,000. Authorities found banners hung at the scene that read, "Development angry" and "The elfs are mad."

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
Criterion 2
There must be evidence of an intention to coerce, intimidate, or convey some other message to a larger audience (or audiences) than the immediate victims. Success of a terrorist strike is defined according to the tangible effects of the attack. Success is not judged in terms of the larger goals of the perpetrators.
