The National Consortium for the Study of Terrorism and Responses to Terrorism (START) at the University of Maryland, College Park, is now hiring a full-time Educational Programs Student Engagement Specialist to coordinate, develop and implement services and activities to recruit, retain, and assist students in START’s educational programs including the Internship Program, the Global Terrorism Studies Minor program, the Graduate Certificate in Terrorism Analysis, the Graduate Certificate In Insider Risk Management and Mitigation, and the MPS in Security and Terrorism Studies.

Responsibilities

Marketing and Recruitment

  • Conduct marketing activities for educational programs in tandem with the communications team, Extended Studies, campus career centers, and other education team members
  • Recruit new students, including providing updates to program marketing materials
  • Host informational sessions to both students and academic units as applicable
  • Identify and attend both UMD and area educational and career fairs, student events, and showcases to recruit for educational programs (i.e., First Look Fair, Second Look Fair, etc.)
  • Market educational program, through liaising with career advisors and professors at University of Maryland and other institutions
  • Support social media engagement (ex: LinkedIn) and manage job placement accounts (ex: Handshake, Indeed) used for recruitment and outreach for educational programs
  • Other duties as assigned

Application and Admissions Support

  • Coordinate the application process for all applicants to each of the programs (applicants for open intern positions (5-20) each of three semesters (spring, summer, fall), 40 students per year GTSM across two application cycles, and approximately 30-40 students per year in grad certs and MPS combined)
  • Communicate and respond to inquiries from potential applicants about updates to application guidelines and submission of applications
  • Track applications and monitor progress towards completion
  • Participate in and organize GTSM selection committee
  • Participate in application review processes for graduate program applications
  • Coordinate and conduct Internship orientation (three times per year)
  • Other duties as assigned

Advising and Student Support

  • Develop and distribute career development newsletters to include topics relevant to career counseling and employment opportunities to existing students and interns
  • Organize networking and other career development opportunities for existing students and interns
  • Assist students in completing and updating course work plans
  • Advise students individually and/or with groups regarding academic core and/or departmental requirements, appropriate class selection, academic policies and procedures an campus resources
  • Assist students with identification of long-term goals and career plans

Functional Title: LLM Adviser

Position Summary/Purpose of Position:
The National Consortium for the Study of Terrorism and Responses to Terrorism (START) at the University of Maryland, College Park, is seeking an hourly employee to work with the ICONS Project, START’s in-house simulation and wargaming team, on a project to experiment with building non-playable characters (NPCs) using large language models (LLMs).

The ICONS Project creates simulations and scenario-driven exercises to advance participants’ understanding of complex problems and strengthen their ability to make decisions, navigate crises, think strategically, and negotiate collaboratively. ICONS develops and manages the ICONSnet software platform for hosting role-play simulations, computational models, wargames, and scientific research on topics affecting democracy, security, and prosperity. The NPCs created as part of this position will be designed to work on the ICONSnet platform.

This is a part-time, hourly position starting immediately. Much of the work may be carried out remotely, but regular meetings with staff will likely need to take place in person during normal business hours in the U.S. Eastern Time zone.

The overall goals for this position are to co-create, with ICONS staff, a process for building LLM-based NPCs for use on the ICONSnet platform, and to train ICONS staff in the use of that process and the maintenance of the NPCs. The outputs and outcomes from this project will form the basis of — and therefore will need to be in alignment with — future work training some NPCs to defeat human players in certain games.

The individual selected for this position will be capable of explaining the options, doing the work, and training ICONS staff on how to continue the work in the future. Specific duties will need to be determined collaboratively, but expected duties are likely to include (but are not limited to):

  • collaborate with ICONS staff to define requirements for NPCs and needed capabilities and to assess the data available for the project;
  • introduce ICONS staff to the range of LLMs capable of fulfilling the identified requirements (e.g., ability to generate coherent and contextually appropriate text, ease of integration into ICONSnet, favorable license, etc.);
  • introduce ICONS staff to the range of fine-tuning techniques capable of aligning with the NPC capabilities, models, and data conditions;
  • assess needed computational resources and other technical constraints;
  • advise ICONS staff on appropriate architecture and assist with its implementation;
  • prepare and structure the data needed to train the LLMs on NPC-specific content;
  • train ICONS staff how to download a base model, fine-tune it on selected data using different fine-tuning techniques, and evaluate results from different combinations of models and techniques;
  • work with ICONS staff and simulation testers to refine NPC behaviors based on tester feedback and ongoing development needs;
  • advise on the development of a framework for continuous monitoring and updating of NPC models to adapt to changes in game strategy, player interactions, and emerging technologies; and
  • create comprehensive documentation detailing the development process, model configurations, and operational guidelines, and provide training and support materials for ICONS staff.

Qualifications:

  • Practical experience and a proven record demonstrating capability in the defined tasks, or a Bachelor's degree and/or enrollment in a graduate program in Computer Science, Artificial Intelligence, Cognitive Science, Data Science, or a related field with specific training and experience in the defined tasks.
  • Strong programming skills, particularly in Python, and hands-on experience with AI development, especially in natural language processing (NLP) and machine learning frameworks such as TensorFlow, PyTorch, or similar technologies as well as practical knowledge of working with LLMs, including fine-tuning LLMs for specific applications.
  • Previous involvement in projects that required complex AI integration, particularly in interactive applications such as chatbots, virtual assistants, or similar technologies.
  • Strong problem-solving and communication skills, and the ability to explain and train.
  • Interest or familiarity with game development, interactive media, wargaming, simulation design, or similar endeavors is preferred but not required.

Functional Title: Lab Technician for Modeling & Simulation of Social Complexity in National Security Topics

Position Summary/Purpose of Position:
The University of Maryland National Consortium for the Study of Terrorism and Responding to Terrorism (UMD START) is seeking one or two hourly employee to work with Dr. Timothy Clancy on the ICONS Project, START’s in-house simulation and wargaming team, to support research related to the intersection of computer modeling & simulation, AI, and social complexity as it relates to national security topics, including wargaming, terrorism, radicalization, and public mass killing.

We are seeking individuals who have an interest in developing their systems thinking and system dynamics research skills in a research lab within a national security context.

These positions will be part-time with flexible, asynchronous work schedules and no location requirement other than the ability to attend remotely required meetings that will be held during normal business hours in the U.S. Eastern Time zone.

These position will be suited for (but not limited to) undergraduates or graduate students currently enrolled or having completed systems thinking- and system dynamics-related work. We recognize that college and grad school programs in these fields are limited; therefore, practical experience will be considered as well. These are not intern or fellowship positions. There is no security clearance or citizenship requirement for this position; international applications are welcome.

Minimum Requirements:

  • Familiarity and experience with the standard method of systems thinking causal loop diagrams (CLDs), including generating behavior over time, reference modes, creating CLDs, and analysis.
  • Familiarity and experience with creating simple system dynamics simulation models using one or more of the following: Vensim, Stella, or PowerSim — and a willingness to learn others as required.
  • Experience with qualitative and quantitative research methods.
  • Preferences:
